Calhoun County adopts FY2025 balanced budget, approves grants and contract awards

Chief Financial Officer Melissia Wood presented the FY2025 budget, which the commission adopted by unanimous voice vote. Commissioners commended county staff for preparing a balanced budget. The minutes do not specify the total dollar amount for the county budget in this meeting record.
County Administrator Jonathan Gaddy presented several grant and contract items. The commission adopted resolutions to submit a joint Edward Byrne Memorial Justice Assistance Grant with the City of Anniston totaling $47,875 (county share $17,178) for law-enforcement use and to apply for a Violence Against Women Act grant for $71,502 to support the 7th Judicial Circuit Domestic Violence Crime Unit. The commission also approved two DYS diversion grant resolutions: a $433,160 FY2025 grant for the Robert E. Lewis Academy (Coosa Valley) and a $265,788 FY2024 grant for the Family Court Success Academy (United Way). Commissioners authorized an MOU with United Way to disburse the Family Court grant funds and authorized the chairman to sign the agreement.
On procurement and services, the commission extended the EMA custodial-services contract with Diversified Maintenance (effective Oct. 1, 2024–Sept. 30, 2025) with no term changes, and awarded the Micro Surface Paving bid to Asphalt Paving Systems Inc. and General Landscape Maintenance for EMA to All Green Lawn Care, all by unanimous votes. The commission also authorized a FY25 Diversified Computer Services Agreement for the Calhoun County Highway Department (Oct. 1, 2024–Sept. 30, 2025).
The commission denied a transfer license application for Bethlehem Mart LLC d/b/a One Stop Mart (10171 US Hwy. 78 E.) to sell retail beer and table wine off-premises; Commissioner Shears moved to deny and Commissioner Wilson seconded. The commission also authorized an agreement with Piedmont EMS for temporary supplemental funding, authorizing the chairman to sign once the contract is in final form.
The commission adopted new Open Records procedures to comply with Alabama’s Open Records Act as amended by Ala. Act No. 2024-278 and designated the County Attorney as the Public Officer responsible for compliance. Commissioners also reappointed David Boyd to the Public Library Board of Trustees for a four-year term (expires Oct. 1, 2028) and approved a three-year employment contract modification for the Maintenance Supervisor (effective Sept. 23, 2024–Sept. 23, 2027). All motions were carried by unanimous voice vote.
Chairwoman Henderson opened public comment; Jakob Williamson, Chamber of Commerce public affairs coordinator, thanked Mr. Gaddy for attending the Chamber board meeting earlier and announced a Business Expo scheduled Oct. 22 at the Anniston Meeting Center. The meeting adjourned at 10:33 a.m.
