Calhoun County approves $8.69M ARPA jail medical wing contract and several county agreements

The Calhoun County Commission on June 13 adopted a series of procurement and administrative resolutions, including an $8,687,277 ARPA award for improvements to the county jail’s medical wing.
Administrator Jonathan Gaddy presented the ARPA resolution awarding the jail medical wing contract to Hale Building Company Inc. for $8,687,277.00; Commissioner Henderson moved to adopt the resolution, Commissioner Howell seconded, and the motion carried unanimously by voice vote.
Related actions included an AIA change order for the ARPA jail renovations to increase the contract sum by $59,008.00; the commission approved the change order on a unanimous voice vote. The commission also approved a resolution awarding the Rebuild Alabama RAA‑08‑71‑24 resurface and striping contract for Choccolocco Road to the sole bidder, Vulcan Materials Asphalt and Construction, LLC.
On administrative items, the commission adopted a bank authorization resolution naming Administrator Jonathan Gaddy and Chairman Carolyn Henderson as designated signatories for county checks, effective June 21, 2024. The commission also adopted a resolution designating the East Alabama Regional Commission to provide 5311 nonurbanized public transportation services for unincorporated areas and committed $84,298.00 for FY2025.
Additional approvals included resolutions to declare specified county equipment surplus (an Appraisal Department data processor and Axon cameras/controllers assigned to the Sheriff’s Office) for recycling, authorization of highway department equipment purchases through ACCA and Sourcewell bids, an amendment with Avenu Insights to extend services through June 30, 2024, and to add Tobacco Tax Revenue Administration and Audit Services, and a three‑year MOU with Kulture City for sensory‑inclusive training for Sheriff’s Office staff. County Engineer Rodney McCain said the joint-bid equipment program "allows the highway department to rotate equipment, saving money for acquiring new equipment."
Why it matters: the ARPA contract is a major capital expenditure and the change order alters the project cost. The bank signatory resolution changes who is authorized to sign county checks. The transportation designation commits county funds to maintain rural transit service in unincorporated areas.
