Gladwin Council approves special assessment, new fee schedule and multiple public-works purchases

The Gladwin City Council on Oct. 6 adopted several fiscal and capital measures, including a resolution to place delinquent utility accounts on the Winter 2026 tax roll, an amended Schedule of Fees and Charges effective Oct. 8, 2025, and approvals for multiple Department of Public Works (DPW) projects and equipment purchases.
Council Member Crawford offered the special-assessment resolution and Council Member Caffrey supported it. The resolution directs the City Assessor to spread identified delinquent utility accounts onto the Winter 2026 tax roll as special assessments. The roll call showed ayes from Caffrey, Crawford, Darlington, Esiline, Gutierrez, Platt and Winarski; no nays; Council Member Sischo was absent. The record includes a list of specific service addresses and delinquent amounts as part of the resolution.
Council then adopted amendments to the City of Gladwin 2025–2026 Schedule of Fees and Charges, effective Oct. 8, 2025. Council Member Darlington offered the resolution and Council Member Caffrey seconded; the motion passed by roll call with the same seven affirmative votes and one absence. The published schedule includes line-item rates for water (ready-to-serve and usage tiers), sewer, garbage, park and recreation fees, permit and planning fees, cemetery charges and administrative fees.
On capital and operations items, Treasurer Angela Bigham presented a change order for the Deer Street sanitary sewer project closing out the contract at actual costs; Council Member Crawford moved to approve the change order and Council Member Caffrey seconded. DPW Supervisor Jeff Graham briefed council on quotes for a new DPW garage roof and windows and a replacement pump at the wastewater treatment plant; Council approved those quotes on a motion by Council Member Darlington supported by Council Member Winarski.
Council also approved a purchase of a salt spreader from Scientific Brakes & Equipment after DPW Supervisor Graham described the need; the motion by Council Member Caffrey, supported by Council Member Gutierrez, passed with seven ayes and one absence.
Other routine approvals at the meeting included appointment of credentialed election inspectors for the Nov. 4, 2025 election and approval of warrants and payroll for the period noted in the agenda. The warrant batch totaled $173,091.45 and payroll for Oct. 1, 2025 was $36,565.01.
The meeting record shows these items were approved on largely unanimous votes (seven ayes, one absent) and the council did not record any dissenting votes on these measures. The council adjourned at 6:22 p.m.

What it means
