Dr. Chad Wiginton, President of Western Oklahoma State College, told the Board of Regents that on Sept. 10, 2025 the U.S. Department of Education notified the college it is discontinuing further funding and operations of the discretionary Minority-Serving Institutions (MSI) programs. As a result, Western’s NASNTI grant, in partnership with Redlands Community College, will cease operations on Dec. 31, 2025.
The announcement was presented as an informational item; no Board action was required. The meeting minutes record that the item was listed on the agenda as item XXI and that the Board received the notice from the Department of Education.
The transcript identifies the funding change but does not include a verbatim statement from Department of Education officials or additional details about the administrative rationale. The Board did not vote on or adopt any mitigation or replacement plan at the Oct. 21 meeting.
The cessation affects a discretionary federal program administered by the Department of Education; the transcript does not specify whether Western will seek alternative funding or whether ongoing NASNTI activities will be curtailed before Dec. 31. The minutes state the grant partnership with Redlands Community College will end on that date. The college characterized the item as informational and no directive or follow-up assignment is recorded in the public minutes.
