The Washington County Board of Commissioners unanimously approved a special-use permit for Tillman Infrastructure, LLC following a quasi-judicial public hearing on Aug. 7, 2023.
At the hearing the applicant's representative, Mark Leubier, identified himself as a vendor for Tillman and said he works for the anchor tenant, Verizon. When asked whether HarvestBeam — which was mentioned as an airspace owner during questioning — had contacted Tillman about the project, Leubier said Tillman had not been approached by HarvestBeam. Planning Director Allen Pittman presented the item and confirmed required public notice and routing had been completed.
Commissioner John C. Spruill moved to open the public hearing; Commissioner Ann C. Keyes seconded, and the board followed quasi-judicial procedures explained by County Manager/Attorney Curtis Potter. After the hearing, Commissioner Spruill moved to approve the special-use permit with no conditions; Commissioner Keyes seconded and the motion carried unanimously.
The approval clears the permit to go forward under the conditions recorded in the county's planning files; the board did not attach additional conditions at the meeting. The applicant and county staff did not raise any unresolved objections on the record during the hearing.
The board's action was recorded as unanimous. The county's planning office will maintain the public record for the application and implementation steps.
