Roper told it retains zoning authority after adopting land-use plan; county points town to 160D

Roper officials raised questions about whether Washington County would assume the town's zoning authority after a consultant suggested a county takeover.
"If [the town] adopted a Land Use Plan then they are in charge of their zoning," Curtis Potter, County Manager/County Attorney, told the joint meeting. Potter recommended the town review recent changes in general statutes and said he would send Mayor Denise Blount high-level documents to start, "including 160D which is what they should look at first."
Town Clerk Stacy Chesson told the meeting she had been led to believe the county would take over zoning. Potter and county staff said the county can issue building permits as needed, but that the Town of Roper would need to adopt a Zoning Ordinance to exercise local zoning authority; Planning/Inspection/Zoning Director Mr. Pittman was cited as a county resource who could provide additional guidance.
No formal action was taken at the meeting; county staff offered to provide documents and departmental contacts to help Roper complete any ordinance work it chooses to pursue.
