Board appoints Planning Board member, approves budget amendments and job title change, and discusses LOST outreach

The Washington County Board of Commissioners handled routine business and several administrative actions at its Jan. 8 meeting, including a planning‑board appointment, budget amendments, a job‑title change and outreach planning for a Local Option Sales Tax (LOST) referendum.
Clerk Julie J. Bennett reported the Planning Board had nominated Greg Snyder (15699 NC Hwy 32 N, Roper) to replace Keith Davenport; Commissioner Tracey A. Johnson moved to appoint Snyder and Commissioner Julius Walker, Jr. seconded—the motion carried unanimously.
Finance Officer Missy Dixon reviewed budget transfers and amendments and noted a correction would be made to Fund 21 revenues in the next report. Commissioner John C. Spruill moved to approve budget transfers/amendments 2024‑50 through 2024‑60 as presented; Commissioner Carol V. Phelps seconded and the motion carried unanimously.
County Manager Curtis S. Potter presented a draft Strategic Plan (adoption estimated March 4, 2024) and introduced Kelly Chesson, Strategic Project Coordinator with the North Carolina Association of County Commissioners (NCACC), who is assisting on utility grant projects. Potter proposed renaming the Customer Service Representative position to Utility Billing‑Accounts Receivable Clerk; Commissioner Tracey A. Johnson moved to approve the title change, Commissioner John C. Spruill seconded and the motion carried unanimously.
During public forum earlier, resident Lloyd Jones had emphasized the need for a local DMV; resident Chester McDowell again raised his interest in Skinnersville Civic Center matters. Manager Potter later said staff were pursuing both Skinnersville lots and that Ms. Zoll was locating a surveyor. Potter also described outreach planned for the LOST referendum—direct mail, flyers, a radio spot, publication in the newspaper, a post on the county Facebook page, website content, and potential inclusion in water bills; Chair Ann C. Keyes volunteered to distribute flyers at an upcoming mass feeding. Clerk Bennett collected RSVPs for the District 1 meeting in Camden County and commissioners confirmed attendance.
The Board recessed to a workshop scheduled for Jan. 16, 2024, at 9:00 AM.
