Retired judge urges regional recovery housing campus, cites high retention in programs

Retired Circuit Court Judge Joel Cunningham addressed the Charlotte County Board on Jan. 8 to present a concept paper from the Virginia Joint Committee on Recovery Housing and to urge regional collaboration on recovery housing and opioid recovery supports.
Cunningham described visiting established recovery housing sites and said participants in those programs ‘‘more than 90% stayed in recovery.’’ He outlined a plan for a 100‑bed residential facility on a 50‑acre site in Halifax County that would include a job‑training center in partnership with a local community college. Cunningham said the model reduced illegal drug use and recidivism in places he visited and increased employment among participants.
Cunningham asked for cooperation from surrounding counties and suggested pursuing state funding to support the development and operations of the proposed campus.
The Board received the presentation; no motion or formal commitment of county funds was recorded during the meeting.
