Charlotte County discusses school funding, Meals on Wheels and $500k–$600k rescue squad transition

The Charlotte County Board of Supervisors received the proposed FY25/26 budget at the April 16, 2025 meeting. County Administrator Daniel N. Witt told the board that the draft includes a $5,000 contribution for Meals on Wheels and an additional $45,000 for Charlotte County Public Schools (CCPS). He said the governor has until May 2 to sign or veto the state budget and warned that if the governor changes the legislative budget, the county could be required to provide an additional $159,000 in local funds to CCPS.
Administrator Witt said the county must set a new tax rate once updated property reassessments are completed. He also discussed a potential organizational change: transitioning the Charlotte County Rescue Squad (CCRS) to operate under county government. Witt estimated that moving CCRS under the county could cost about $500,000 to $600,000, excluding recurring capital improvements. Chairman Walter T. Bailey suggested beginning the transition funding now by setting aside $200,000 to $300,000 to cover initial steps such as agency renaming, licensure updates, and re-lettering vehicles; Vice-Chair Hazel Bowman Smith supported dedicating available budget surplus to that purpose.
To pursue the issue, Chairman Bailey appointed a committee to discuss CCRS transition that includes Bailey, Vice-Chair Smith, Supervisor Noah Davis and Supervisor Derek Toombs; the committee’s first meeting is scheduled for April 23, 2025 at 5:00 p.m. Administrator Witt also said he would circulate a memo about establishing a Board of Equalization once reassessment data are finalized and noted that the Commonwealth Regional Council has begun preliminary discussions about regionalizing future reassessments.
The board was reminded that the deadline for approving the county budget is June 30. The minutes record discussion and planning steps but do not show a final decision to change CCRS governance or specific appropriations beyond amounts noted in the draft budget.
