At the April 23, 2025 Emergency Medical Services Committee meeting, Vice-Chair Hazel Bowman Smith moved, citing Virginia Code §2.2-3711.A.1, that the Charlotte County Board of Supervisors hold a closed meeting to meet with a Berkley Group consultant about applications and the process for hiring a County Administrator.
The motion drew a recorded roll-call vote. The board minutes list all supervisors — Walter T. Bailey, Noah Davis, Robert L. Shook, Jr., Derek Toombs, Hazel Bowman Smith, Henry Carwile and Sherry Tharpe — as voting "Yea," and the motion passed.
After the closed meeting the board certified compliance with the requirements of Va. Code §2.2-3712.B by motion of Supervisor Noah Davis, seconded by Vice-Chair Hazel Bowman Smith; a subsequent roll-call vote was recorded with all supervisors voting aye. The meeting adjourned at the close of the session.
The closed meeting was limited to the topic specified in the motion: consultation with the Berkley Group on applications and the hiring process for the County Administrator. The board did not disclose outcomes of the closed session in the minutes.
