Charlotte County Board approves appointments, banking authorizations and reclassifies deputy administrator

At its July 9 meeting the Charlotte County Board of Supervisors approved a series of administrative and personnel actions, including appointments, bank authorizations, invoice approvals and a personnel reclassification following a closed session.
By unanimous motions the Board appointed Deputy County Administrator Monica Elder as Zoning Administrator and named Public Safety Director Chris Russell as Coordinator of Emergency Services. The Board adopted a resolution authorizing Treasurer Patricia P. Berkeley to open and close county bank accounts, sign checks and process wire transfers under §58.1-3149 of the Code of Virginia. The Board also authorized Deputy Treasurers Terri S. Jones and Charlanna R. Beirne to process checks and wire transfers at the Treasurer’s request when necessary.
On routine financial business the Board approved FY2025 invoices of $381,746.75, July FY2026 invoices of $1,490,854.74, and utility invoices paid after June 2025 totaling $13,504.44. In a closed session held under Virginia Code §2.2-3711.A.1 to discuss personnel matters related to the Deputy County Administrator position, the Board certified compliance with FOIA requirements after returning to open session and then voted to reclassify Monica Elder to Deputy County Administrator with a pay grade of 30; the motion was made by Vice-Chair Hazel Bowman Smith, seconded by Supervisor Derek Toombs, and carried with all members voting yes. The meeting adjourned thereafter.
