Charlotte County authorizes Dewberry contract to seek landfill post-closure termination, appropriates $29,000

Charlotte County supervisors on July 9, 2025 authorized county staff to execute a proposal with engineering firm Dewberry to initiate a termination request with the Virginia Department of Environmental Quality (DEQ) to remove the county from the landfill Post-Closure Care (PCC) program.
County Administrator Landon Green told the Board the county currently spends approximately $50,000–$80,000 per year for post-closure monitoring evaluations at the old county landfill under DEQ requirements. By motion of Supervisor Noah Davis, seconded by Vice-Chair Hazel Bowman Smith, the Board authorized staff to proceed with Dewberry’s proposal and appropriated $29,000 from undesignated reserve funds to pay for the contract; the motion carried with all supervisors voting yes.
The action authorizes county staff to pursue DEQ’s termination process; it does not itself change DEQ’s requirements or guarantee that the county will be removed from the PCC program. The Board also set a public hearing for Aug. 13 on the county’s landfill lease with Dominion, allowing an additional forum for public comment on landfill-related matters.
