Parma Heights council adopts yard-structure amendments, raises solid-waste fee and adopts 2025 tax budget

Parma Heights City Council on June 24 approved a set of ordinances and a tax-budget resolution that officials said update city code and set fiscal direction for 2025.
The most substantive action was the passage of Ordinance No. 2024-45, which amends Chapter 1193, 'Yard Structures and Landscape Features,' of the Parma Heights Codified Ordinances. Clerk Allen read the ordinance by title; Councilwoman Palmisano moved for passage and Councilwoman DeSouza seconded. The motion passed on a roll-call vote with Councilmembers Kolezynski, Maruschak, Haase (Council President Pro Tem), Durichko, Palmisano and DeSouza recorded as voting Aye. The ordinance was declared passed.
Council also moved to adopt Resolution No. 2024-47, the city’s tax budget for fiscal year 2025, directing it to the Cuyahoga County fiscal office. Council voted to suspend the rules to allow immediate passage; the roll-call vote recorded the same Aye votes as noted above and the resolution passed. Clerk Allen read the resolution by title prior to the vote.
Finally, Ordinance No. 2024-48 amending Section 965.11 'Solid Waste Collection Fee' was read by title, the Council voted to suspend the rules, and the ordinance passed by roll call. The meeting record shows no recorded Nays or abstentions on these measures.
The meeting also included second readings of Ordinance No. 2024-14 (amending Chapter 723, 'Bowling Alleys License Required; Fee') and Ordinance No. 2024-46 (amending Chapter 719, 'Billiards and Pool'); both were recorded as second readings with no substantive debate on June 24.
Next steps: ordinances that passed will be handled according to the city’s codification and implementation procedures; Council did not record additional motions assigning implementation tasks to departments during the meeting.
