Parma Heights council approves codified ordinances update, cyber services contract and a conditional‑use permit; several other measures advanced

At its Nov. 12 meeting, Parma Heights Council passed Ordinance 2024‑77 (codified ordinances update), Ordinance 2024‑84 (technology/cyber services agreement with Simvay LLC) and Resolution 2024‑85 (conditional use permit for Hollywood Star Nails). Council held first readings on several other ordinances including a NOPEC gas aggregation plan.
Parma Heights City Council conducted multiple readings and votes during its Nov. 12 meeting, passing three measures and advancing several others to future consideration.
Ordinance No. 2024‑77, the third reading to approve editing and inclusion of ordinances into the city’s codified code, was read by title and adopted by unanimous roll call. Clerk Barbara Allen recorded ayes from Council President Tom Rounds and council members Maruschak, Haase, Palmisano, DeSouza and Kolezynski.
Council also considered Ordinance No. 2024‑84, authorizing the administration to enter an agreement for technology services and cyber risk management with Simvay LLC. Councilman Kolezynski moved to suspend the rules; the motion carried by unanimous roll call and the ordinance passed the same night.
Resolution No. 2024‑85, granting a conditional use permit to Hollywood Star Nails at 6869 W. 130th Street with conditions, was presented in amended form to include Planning Commission signatures as an exhibit; council suspended the rules and passed the resolution by unanimous roll call.
Several items were read but not voted on: Ordinance No. 2024‑79 (Master Street Tree Plan amendment) was read for a second hearing; Ordinances No. 2024‑65 and 2024‑66 (amendments related to community residential facilities and Type B family day‑care homes) were presented for first readings; and Ordinances No. 2024‑81 and 2024‑82 related to establishing a NOPEC natural gas aggregation program were read for first consideration. City consultant Mr. Ramos explained that the proposed gas aggregation is intended to operate like the city’s electric aggregation so residents will remain in the program unless they choose to opt out; he said two public hearings were held and one resident attended earlier in the month.
Mayor Gallo said budget visuals for police and fire equipment have been provided and indicated there may be a special meeting in December if needed. Council adjourned at 8:00 p.m.
