Parma Heights council adopts NOPEC gas program, 2025 appropriations and a package of ordinances and resolutions

At its Dec. 9 meeting the Parma Heights City Council approved an opt‑in natural gas aggregation program through NOPEC, adopted emergency appropriations for 2025, and passed a set of business‑regulation and administrative measures; the council also authorized participation in opioid settlement distributions and management agreements for the Cassidy Theatre.
Parma Heights City Council approved several ordinances and resolutions Dec. 9, including authorizing the city to participate in a NOPEC opt‑in natural gas aggregation program under Section 4929.27(A)(1) of the Ohio Revised Code and adopting 2025 appropriations as an emergency measure.
The council passed Ordinance No. 2024‑81, authorizing an opt‑in natural gas program through NOPEC, on a unanimous roll call after third reading. Council President Rounds moved for passage and Councilwoman Maruschak seconded; Clerk Allen recorded ayes from Council members Maruschak, Haase, Durichko, Palmisano, DeSouza and Rounds. Council also passed Ordinance No. 2024‑82, approving the NOPEC plan of operation and governance, on a unanimous vote (moved by Councilwoman Palmisano; seconded by Councilwoman DeSouza).
Council approved additional ordinances and resolutions in a single meeting cycle. Ordinance No. 2024‑83, revising the business regulation chapter governing frozen‑dessert peddlers, passed by unanimous roll call (moved by Councilwoman Maruschak; seconded by Councilman Haase). Ordinance No. 2024‑86, establishing appropriations for city expenses for Jan. 1–Dec. 31, 2025 and declared an emergency, passed unanimously (moved by Councilwoman DeSouza; seconded by Councilwoman Maruschak). The council also read Ordinances No. 2024‑65 and 2024‑66 (amendments to chapters on community residential facilities and Type B family day‑care homes) by title and placed both items on hold to comply with a public hearing scheduled for Jan. 13, 2025.
On resolutions, the council authorized the administration to dispose of obsolete city vehicles and equipment through a public sale on GovPlanet/IronPlanet (Resolution No. 2024‑93) and approved a management agreement for the Cassidy Theatre with Cassidy Theatre, Inc. (Resolution No. 2024‑94); both measures passed after motions to suspend the rules. The council also authorized the administration to consent to the material terms of the Henry Schein and Target opioid settlement participation forms (Resolutions No. 2024‑95 and 2024‑96) and passed them unanimously.
Each ordinance or resolution was read by title as required; roll calls were recorded in the minutes and the recorded votes for the passed items were unanimous. The council moved items requiring public hearings to the Jan. 13, 2025 agenda where stated; other measures were enacted or authorized immediately.
The meeting record shows no contested roll‑call votes on the items listed above. The council recessed to executive session earlier in the evening to discuss pending or imminent litigation and resumed public session to complete the legislative agenda. The meeting adjourned at 7:41 p.m.
