Cibola County commissioners approve budget adjustment, policies and major equipment purchases

At the Sept. 22, 2022 meeting the Cibola County Board of County Commissioners unanimously approved a FY2023 budget adjustment, county records and timekeeping policies, participation in an NMDOT bridge fund, two requisitions over $300,000, a hospital board appointment and a collective bargaining agreement.
At a Sept. 22, 2022 meeting in Cibola County Commission Chambers, the Cibola County Board of County Commissioners unanimously approved multiple resolutions, two large equipment purchases and a collective bargaining agreement.
The board approved Resolution 2022-50, described as FY23 Budget Adjustment Number 2, on a 5-0 vote after a motion from Commissioner Robert Windhorst and a second from Commissioner Ralph Lucero. The commission also adopted Resolution 2022-51, establishing a county records and disposition policy (motion: Windhorst; second: Martha Garcia), and Resolution 2022-52, a policy for employee time keeping (motion: Windhorst; second: Lucero); both passed 5-0.
Commissioner Christine Lowery moved, and Commissioner Ralph Lucero seconded, approval of Resolution 2022-53 to participate in the New Mexico Department of Transportation Transportation Project Fund for County 5 — Moquino Llano Bridge; the motion carried 5-0.
The board approved two requisitions over $20,000. Commissioners authorized a purchase from Eaton Sales and Service for two Eaton Fireguard tank splits totaling $301,951.99 contingent on successful contract negotiations by the county manager (motion: Lowery; second: Lucero; vote: 5-0). The commissioners also approved a requisition to Artesia Fire Equipment for a RASD commercial pumper for Laguna Fire Protection totaling $469,565 (motion: Lowery; second: Windhorst; vote: 5-0).
The commission appointed Dr. Harry Sheski to the Cibola General Hospital board (motion: Lucero; second: Lowery; vote: 5-0). The Cibola General Hospital bi-annual report by CEO Thomas Whelan was filed as a report on file.
Following an executive session on litigation, real property and personnel, the board returned to open session and certified that no final action had been taken. After the closed session, commissioners approved a collective bargaining agreement with CPSO on a 5-0 vote (motion: Windhorst; second: Lowery).
The county announced offices would be closed Oct. 10, 2022 for Indigenous Peoples' Day and that the next regular meeting was scheduled for Oct. 27, 2022.
