Cibola County commissioners elect Torrez as chair and approve routine start-of-year resolutions

Cibola County commissioners met in special session on Jan. 12, 2023, at the Cibola County Commission Chambers. The panel unanimously elected Commissioner Daniel Torrez as chair, named Martha Garcia first vice chair and Christine Lowery second vice chair, and approved a package of administrative resolutions and grant-authorizing documents.
The meeting opened at 5:00 p.m. with a roll call showing all commissioners present. Commissioners approved the meeting agenda and the Dec. 15, 2022 minutes by 5-0 votes. Commissioner Robert Windhorst moved to approve the agenda; Commissioner Ralph Lucero seconded. Commissioner Martha Garcia moved to approve the minutes; Lucero seconded.
Under Resolution 23-01, the commission confirmed its leadership for the year. "Motion was made by Commissioner Windhorst to appoint Commissioner Torrez as Cibola County Chairman, to appoint Commissioner Garcia as 1st Vice Chairman, and to appoint Commissioner Lowery as 2nd Vice Chairman," the record shows; the motion passed 5-0.
The commission then opened a public hearing on Ordinance #23-01, a proposal to create a property tax rebate to benefit low-income taxpayers. The hearing drew no public comment, and there was no vote recorded on the ordinance during the special meeting.
Members handled routine start-of-year business through two consent packages. The first package (Resolutions 23-02 through 23-08) covered delegation of authority to the county manager, bank depositories, inspection of records, Open Meetings Act procedures, public participation rules, parliamentary procedure and signature authority. Commissioner Ralph Lucero moved to approve those items with a change setting public comment at three minutes; Commissioner Martha Garcia seconded and the package passed 5-0.
A second consent package approved Community Development Block Grant–related documents (Resolutions 23-09 through 23-12), including an anti-displacement and relocation assistance plan, a citizen participation plan, a Section 3 plan and related fair-housing materials. Commissioner Martha Garcia moved approval; Commissioner Christine Lowery seconded. The motions passed unanimously.
The board also approved Resolution 23-13 authorizing submission of the FY24 DWI grant application and delegated signature authority, along with a statement of assurances and a memorandum of understanding with the New Mexico Department of Finance for DWI programs. Those items passed 5-0 on a motion by Commissioner Ralph Lucero and second by Commissioner Christine Lowery. A separate agenda request "to direct staff to publish Ordinance #23-01" drew no motion and therefore was not acted on during the meeting.
The commission announced its next regular meeting for Jan. 26, 2023 at 5:00 p.m. and noted county offices would be closed Jan. 16 for the Martin Luther King Jr. holiday. Chairman Torrez adjourned the special meeting at 5:20 p.m.
