The Cibola County Board of County Commissioners on Feb. 23, 2023, in a regular meeting at the commission chambers, approved a series of fiscal and contracting actions by unanimous 4-0 votes.
The board approved a Capacity Building Grant described in the agenda and recorded in the meeting materials as $50,000 (the transcript contains an extra zero as $50,0000; the approved allocation is presented here as $50,000). Commissioner Robert Windhorst moved to approve the grant; Commissioner Ralph Lucero seconded and the motion carried 4-0.
Commissioners also approved a joint powers agreement (JPA) with the Northwest New Mexico Regional Solid Waste Authority intended to formalize regional cooperation on solid waste services. That motion was made by Commissioner Windhorst and seconded by Commissioner Christine Lowery; the vote was 4-0.
The board approved Change Order #2 for the CR-5 bridge and road project to perform geophysical investigations, analyze the resulting data, and rent a water storage tank to support work on the project. Commissioner Ralph Lucero moved for approval; Commissioner Lowery seconded and the motion carried 4-0.
On policy related to corrections contracting, the board approved Resolution 2023-19, described on the agenda as "In Opposition to Legislation Restricting Counties from Contracting with Private Correctional Facilities." The motion to adopt the resolution was made by Commissioner Windhorst, seconded by Commissioner Lucero, and passed 4-0.
The board also approved Resolution 2023-20, listed as Budget Adjustment #6, on a 4-0 vote (motion by Commissioner Lucero; second by Commissioner Lowery).
Finally, commissioners approved several requisitions over $20,000 for county departments. All motions reported on the agenda and in the transcript carried by recorded voice votes of 4-0, with Commissioner Garcia noted as absent on the roll call.
