Cibola County commissioners approve architect, budget changes and requisitions; pledge request defeated

The Cibola County Board of County Commissioners approved a slate of procurement and budget items and recorded a contested vote on whether to add the New Mexico pledge to meeting introductions.
Commissioners voted unanimously to select an architect firm for RFP 2026-01 to design and construct a Public Safety Training Center (motion by Commissioner Georgia Routzen Sanchez; second by Commissioner Christine Lowery). They also unanimously approved the Ramah Navajo Chapter’s request for the county to act as fiscal agent for capital outlay requests, Resolution 2026-14 (FY26 Budget Adjustment No. 6), Resolution 2026-15 (FY26 second-quarter report), and Resolution 2026-16 (opposing proposed legislation that would prohibit state and local governments from contracting for detention of persons held for federal civil immigration violations). Each of those motions carried 5-0 following the maker and seconder recorded in the minutes.
The commission approved a requisition totaling $123,822.43 to All Rite Construction for construction of a concrete driveway for San Rafael Fire Protection (motion by Commissioner Tanner Windhorst; second by Commissioner Ray Carpenter).
A motion to deny adding the New Mexico pledge to all county agendas was made by Commissioner Tanner Windhorst and seconded by Commissioner Christine Lowery; Commissioner Ray Carpenter offered a third. The minutes state the vote as '3 opposed, 2 in favor' and record that 'Item G. dies upon majority votes.' Commissioner Georgia Routzen Sanchez asked to be recorded with remarks in support of adding the New Mexico pledge, saying in part, "I think the pledge to the New Mexico flag emphasizes our value of community among all persons of culture…as a native American woman I sit here as a Acoma tribal member…" The record shows no subsequent formal action to revive the request.
The meeting also approved routine items including the Jan. 7 special-meeting minutes and received budget and finance reports filed by County Manager Kate Fletcher and Finance Director Paul Ludi. The meeting adjourned at 6:47 p.m.
