Cibola County commissioners approve budget tweak, election polling sites and multiple road- and DWI-related agreements

At their June 26 meeting the Cibola County Board of County Commissioners approved a series of resolutions including a FY25 budget adjustment, designation of polling locations and voting convenience centers, three NMDOT LGRF funding agreements, and DWI service contracts and MOAs; most votes were unanimous.
The Cibola County Board of County Commissioners on June 26 approved a package of resolutions and intergovernmental agreements, including a fiscal-year budget adjustment, election-site designations and multiple transportation and DWI-related contracts and memoranda of agreement.
The most consequential votes recorded were approval of Resolution 2025-37 (FY25 Budget Adjustment Number 8), Resolution 2025-38 (designation of Election Day polling places), Resolution 2025-39 (appointment of Board of Registration members) and Resolution 2025-40 (amending prior resolution designating additional voting convenience centers). Commissioners moved and seconded those measures and recorded 5-0 votes prior to Commissioner Tanner Windhorst’s departure at 6:42 p.m.
After Windhorst left, the commission approved three NMDOT Local Government Road Fund agreements: Resolution 2025-41 (Control# LP600251, Cooperative Program/SP funding); Resolution 2025-42 (Control# LP600256, County Arterial Program funding); and Resolution 2025-43 (Control# LP600258, School Bus Route funding). Those motions passed by a 4-0 vote.
The board also approved a Substance Abuse Treatment and Case Management Services contract with Casa San Jose of Gallup, NM, intended to support the county’s DWI services program. In addition, the commission approved memoranda of agreement (MOAs) related to DWI services with four local law enforcement agencies: the Cibola County Sheriff's Office, the City of Grants Police Department, the Village of Milan Police Department and the Pueblo of Acoma Police Department. Those DWI contract and MOA approvals were recorded as 4-0 votes.
Procedural items included approval of the May 22, 2025 minutes and routine budget and assessor reports that were filed for the record. No executive (closed) session was convened; the meeting recited the motion language authorizing executive sessions under New Mexico Statute Section 10-15-1 but recorded that no executive session occurred.
The commission’s actions were largely unanimous and procedural in nature; the transcript does not show extended debate on the measures. Commissioner Ralph Lucero is recorded as making several motions, with Commissioner Ray Carpenter, Commissioner Georgia Routzen Sanchez and others providing seconds or votes as indicated. Commissioner Tanner Windhorst exited at 6:42 p.m., after which remaining votes were 4-0.
The commission set a July 24, 2025 meeting as its next regular meeting and announced county offices would be closed July 4 in observance of Independence Day.
