Madison County Board adopts new precinct boundaries and apportionment plan under state law

The Madison County Board on Dec. 23 amended and adopted a resolution to adjust precinct boundaries under Illinois Public Act 102-0668 and also adopted a county board apportionment plan creating 26 single-member districts for 2022–2030; votes were recorded on the amendment (AYES 20, NAYS 1) and on final approvals (AYES 21, NAYS 0).
The Madison County Board voted on Dec. 23 to adjust precinct boundaries and to adopt a revised county board apportionment plan after the Illinois General Assembly and governor enacted Public Act 102-0668, which raised the maximum number of registered voters per precinct from 800 to 1,200 and provided a one-time 60-day window in 2021 to make precinct adjustments.
Chris Guy, Government Relations Committee chair, read a resolution to adjust, renumber and redescribe all precincts to reflect the new maximum number of registered voters and to supersede a prior Nov. 17, 2021 resolution. "We spent a lot of time doing so," Guy said, commending county staff for drafting the legal descriptions required to change each precinct.
During discussion Mr. Holliday asked what the phrase "for year 2021 only" meant. Mr. Carruthers explained, "The language comes straight from statute," and said the 60-day 2021 window was the special, one-time opportunity to make the changes; going forward, precinct adjustments are handled on the regular June schedule to allow the Clerk’s Office time to implement changes.
Board member Mr. Foster moved, and Mr. Hankins seconded, an amendment to alter the legal descriptions for precincts 2301 and 2311. The amendment passed on a roll call of AYES: Kuhn, Meyer, Ross, Madison, Walters, Stoutenborough, Holliday, Malone, Gray, King, Hankins, Messner, Wiehardt, Foster, Petrillo, Glasper, Goggin, Harriss, Dalton, Kneedler; NAYS: Guy (AYES 20, NAYS 1). The board then approved the precinct-boundary resolution as amended on a vote of AYES 21, NAYS 0.
By separate but related action the board adopted a revised apportionment plan for county board districts covering 2022–2030. The resolution specifies Madison County will have 26 single-member districts, with precincts assigned to districts as shown on the plan’s exhibit. The vote to adopt the apportionment plan was recorded as AYES 21, NAYS 0.
The board did not record specific population numbers for each district during the special session; the resolution refers to Exhibit I for precinct-to-district assignments and states the plan follows requirements in the Illinois Counties Code (55 ILCS 5/23003) that districts be substantially equal in population and as compact and contiguous as practicable.
Chairman Kurt Prenzler declared both measures duly adopted. The board recessed until Jan. 19, 2022.
