Madison County board approves appointments, zoning measures, contracts and major procurements

Appointments: The board approved a package of 12 appointments by unanimous vote (24–0), covering fire districts, parks commissions, water districts and other local boards. A separate reappointment to the St. Louis Regional Airport Authority passed 18–6.
Zoning: The board read and adopted five Building & Zoning Committee resolutions (Z21‑0026, Z21‑0027, Z21‑0028, Z21‑0031, Z21‑0032) approving variances and map amendments recommended after public hearings.
Finance and settlements: The board received the monthly claims and transfers report and approved two workers’ compensation full‑and‑final settlements: $48,120.06 (File #19‑004) and $22,479.79 (File #19‑024).
Procurement and contracts: The Transportation Committee recommended and the board approved awarding a Governor’s Parkway (CH 75) patching contract to RCS Construction ($51,393) using Motor Fuel Tax funds, and recommended awarding countywide de‑icing salt to Compass Minerals at $61.91/ton for multiple townships and municipalities. The board also authorized vendor contracts for in‑school and out‑of‑school youth programming using WIOA funds (Madison CUSD #12, MERS/Missouri Goodwill, Lewis & Clark Community College).
Judiciary and IT: The board approved a three‑year Clericus Magnus court‑software maintenance renewal (Jano Technologies, $290,924) and earlier approved ARPA‑funded IT contracts and cybersecurity purchases.
Sewer and property: A sewer extension at Gateway Tradeport was accepted for Phase I and II, turning operations over to Special Service Area #1.
