Madison County Board approves ARPA funding, grants, contracts and budgets in Oct. 20 session

EDWARDSVILLE, Ill. — During a largely procedural October 20 meeting, the Madison County Board approved a package of budget, contract and grant measures affecting county operations and local projects.
Key votes included an immediate emergency appropriation of $500,850 from American Rescue Plan Act funds for consulting and compliance review services to support county administration of ARPA grants; approval of two Child Advocacy Center appropriations (a $311,464 VOCA grant package including county match and a $135,224 DCFS grant); and authorization of a $625,000 HOME Program CHDO set-aside grant to Justine Petersen Housing and Reinvestment Corporation, contingent on environmental clearance and other funding commitments.
The board also approved vendor contracts and procurement items: a three-year Exagrid data backup, installation and three-year support agreement with SecureData Technologies for $365,861 (IT/GIS budget), a three-year lockbox and collector bank services contract with First Collinsville Bank for $267,000 to serve the Treasurer’s Office, and a sewer-billing software contract for Madison County Special Service Area #1 with gWorks for $37,505. Transportation and public-works items included an award recommendation for precoated galvanized corrugated steel pipe and authorization to transfer a 0.31-mile section of Governors’ Parkway to the Village of Glen Carbon pending IDOT approval.
Budget approvals included acceptance of the Madison County Flood Prevention District and Southwestern Illinois Flood Prevention District Council FY2022 budget and annual report, which lists a proposed Flood Prevention District budget of $11,457,643 and projected Flood Prevention revenues of $6,926,176.
Most items were adopted unanimously or by recorded roll call with clear tallies (many 23–0 votes). The meeting also recorded routine monthly reports from county offices including the Circuit Clerk, County Clerk, Recorder, Regional Office of Education and Treasurer’s investment report. The board recessed to Nov. 17, 2021 for the property tax levy session.
