Greenville council unanimously approves street acceptances, traffic orders, hazard plan and Title VI update

At its Nov. 21 meeting the Greenville City Council unanimously approved multiple administrative and infrastructure measures including acceptance of two new streets, amendments to the streetlighting contract, two traffic-control orders, adoption of the Montcalm County Hazard Mitigation Plan, and an update to the Transit Title VI Plan.
The Greenville City Council on Nov. 21 adopted a slate of routine administrative and infrastructure measures intended to formalize new streets, adjust traffic controls, and position the city for hazard mitigation funding.
Council approved the Consent Agenda — which included approval of Nov. 7 meeting minutes, a payroll report of $168,625.16, and accounts payable of $632,184.82 — after a motion from Councilperson Lehman and a second from Councilperson Moss. The consent package also accepted the resignation of Wendy Gladding from the Downtown Development Authority effective Dec. 31, 2023, and added three addendum items to the evening's agenda.
On infrastructure, councilmembers voted 7-0 to amend their Standard Streetlighting Contract with Consumers Energy (Resolution No. 23-12) to add lights in the Forest View and Edgewood Village developments and at Maplewood and Meijer Drive and on North Street. The council similarly accepted deeds and added two newly completed streets, Hollyhock Drive and Parkwood Drive, to the city's public street system (Resolutions No. 23-14 and No. 23-15). Both resolutions include the legal centerline descriptions the city must file to place the streets on the local street system for Act 51 funding.
Traffic Control Order No. 23-02 was approved to establish designated left-turn lanes on Hillcrest Street (Tyler Street to Chase Street) and on Chase Street (Silver Ridge Drive to Hillcrest Street) with pavement markings and signs clarifying lane use. The council also approved Traffic Control Order No. 23-03 to establish no-parking zones and new STOP/yield signage in the Hawthorne Park development, covering portions of Strauss Court, Parkwood Drive, Hollyhock Drive, Hillside Drive and Meijer Drive.
Council adopted Resolution No. 23-13, accepting the 2023 Montcalm County Hazard Mitigation Plan as the city's Natural Hazard Mitigation Plan and resolving to consider the plan's actions when resources allow. The action aligns Greenville with countywide strategies intended to reduce long-term risk to life and property and is a precondition for some post-disaster federal funding.
The council also approved an update to Policy 46, the City of Greenville's Transit Title VI Plan, intended to keep the city's transit program in compliance with civil-rights requirements tied to federal funding.
All votes reported in the minutes were unanimous unless noted otherwise. The meeting adjourned at 8:22 p.m.
