Commission approves purchasing and interlocal contracts including Kubota, ladder truck painting and Signal Mountain inspections

The board adopted Resolution No. 3 to add Equalis Group to cooperative purchasing agreements to assist with bidding, specifically noted for replacement of the digital sign at City Hall. Vice‑Mayor Coleman moved approval and the motion passed unanimously.
City Manager Johnson requested approval to purchase a Kubota utility vehicle from Sourcewell for $18,823.21; $30,000 had been budgeted for this item and the board approved the purchase. The board also accepted a quote from Gary Headrick for painting, striping and decals for the fire department ladder truck; Fire Chief Dusty Morgan said most used trucks are red and a new fire truck could cost upwards of $2 million, and the selected bidder included striping and decals that others did not.
The board approved an interlocal agreement with Signal Mountain for the Soddy‑Daisy electrical inspector to perform inspections while Signal Mountain's inspector position is vacant; Signal Mountain will pay $65 per inspection. The board approved a contract with Southeast Tennessee Development District (SETDD) for planning services through December 2023 at a cost of $10,942 to bridge until a new city planner begins in September. Finally, the board approved a contract extension with TDOT for the paving project through Nov. 1 so the city can be reimbursed after guardrail and thermoplastic striping are completed; City Attorney Elliott asked to review the Talley Construction contract language regarding the Israel boycott clause.
All motions passed unanimously. Staff noted next steps include contract reviews, implementation of SETDD support until the in‑house planner starts, and scheduling for the ladder truck work.
