City Manager Johnson told the board the bid was less than the city’s investment in the property and recommended rejection.
Commissioner Keith moved to reject the bid; Commissioner Shipley seconded and the motion carried with all members voting aye.
In discussion, City Manager Johnson said the city originally purchased the building for the police department and that a geotechnical study of the area behind the municipal building is now complete. Johnson said the study shows the area behind City Hall can be built on, which would allow the city to keep offices on the same campus in a one‑level building. Commissioner Shipley said the property was not purchased arbitrarily, noting past uncertainty about whether the rear municipal campus could be developed.
The board provided no alternate sale terms at the meeting and took no further disposition action on the property during the session.
