Commission approves first reading to rezone portion of 341 Hixson Street amid drainage concerns

The Soddy‑Daisy City Commission on July 20 conducted the first reading of an ordinance to rezone a portion of 341 Hixson Street from R‑5/A‑1 to R‑T/Z (zero lot line residential townhouses), and approved the measure on first reading.

Residents said the development could worsen traffic and drainage. "This would put an additional 60 cars onto a narrow road," said Mrs. Evelyn Penney, who asked whether the development could have an entrance other than Hixson Street. Jackie Penney, listed at 204 Hyatte Road, also raised concerns about drainage because a relative lives nearby.

Public Works Director Steve Grant said developer engineering will address drainage on the plat, with a hydrology report to be prepared and coordination with Hamilton County Stormwater. "Matt Schaller contacted me and will be at the next meeting to answer questions," Grant said; City Manager Johnson noted the public hearing will be scheduled at the next meeting to meet advertising rules.

Commissioner Shipley said he remains concerned about water draining into Poe Branch and asked whether the city could require a larger storm pond than the developer proposes. City Attorney Elliott said stormwater and pond sizing questions would be handled by the Planning Commission and engineering review.

The Planning Commission recommended approval. Commissioners voted to approve the ordinance on first reading (motion by Commissioner Shipley; second by Vice‑Mayor Coleman; ayes unanimous).

The matter will return for a scheduled public hearing and subsequent readings as required by state law and local advertisement rules.
