Kittitas County commissioners approve personnel policy update and multiple reclassifications; Commissioner's office change passes 2–1

Kittitas County Commissioners voted June 16 to update a personnel policy and to reclassify multiple county positions, approving most measures unanimously but voting 2–1 to reclassify a Commissioner's Office position after a brief executive session.
HR Director Jeanne Killgore presented Resolution 2025-120 to update the listing of departments and department hours in Personnel Policy 1.5. Commissioner Cory Wright moved to approve the resolution, Commissioner Brett Wachsmith seconded, and the motion passed unanimously, 3–0.
Public Health Director Chelsey Loeffers then asked the board to reclassify a Public Health Accountant II to Accountant III, saying the level of work and responsibility aligned with the higher classification. The board approved a memorandum of understanding (MOU) between Kittitas County and Local 792CH (Courthouse) that reclassifies the Public Health Accountant II to Accountant III and also reclassifies the Auditor's Accounting Assistant II to Accounting Assistant III. Commissioner Wright moved the MOU approval; Commissioner Wachsmith seconded and the motion passed 3–0.
The board considered a separate request from Clerk of the Board Julie Kjorsvik to reclassify the Commissioner's Administrative Assistant position to Office Administrator, citing a need for advanced customer service and project-management skills and a higher degree of independence in the role given current office workload. The board entered an executive session under RCW 42.30.110(G) to evaluate the performance of a public employee and to consider the reclassification; the session began at 3:13 PM, was extended twice, and ended at 3:33 PM.
Following the executive session, Commissioner Brett Wachsmith moved to approve the reclassification of the Administrative Assistant to Office Administrator; Commissioner Laura Osiadacz seconded. Commissioner Cory Wright said he wanted a more in-depth analysis of the position and the needs of the office before approving the change. The motion carried 2–1, with Wachsmith and Osiadacz voting in favor and Wright opposed.
No citizen comments were received during the public-comment period. The board recorded no other business and adjourned the special meeting at 3:38 PM.
Actions taken at the June 16 special meeting will be reflected in county personnel records and in the county's labor agreement where applicable; the meeting minutes record the votes and motions as described.
