During the debate, Councilmember Reid Stinnett objected, saying, "one of the things that makes West Gardens very nice is that there are 2+ acre lots," and expressing concern that smaller parcels would alter the neighborhood character. Mayor Byron Lewis moved to read the ordinance one time by title only and approve it; Councilmember Greg Brimhall seconded. The ordinance passed with Lewis, Kay, Johnson, Bjornn and Brimhall in favor and Stinnett opposed; Councilmember Mark Sheen was absent.
Town records show the ordinance was approved after a single reading by title as permitted under the council's procedures. Planning & Zoning's prior review was cited by the applicant and staff as part of the basis for the council's approval.
Next steps: the ordinance takes effect per the town code and the applicant may proceed with parcel splits and permitting subject to zoning and subdivision regulations.
