The Snowflake Town Council on Nov. 4 approved several ordinances to align town code with state requirements and set a Jan. 4, 2026 public hearing on proposed water and wastewater rate changes.
Councilmembers unanimously approved Ordinance 2025-14 to apply a residential reserve overlay to parts of the West Gardens subdivision after staff noted three parcels had requested to opt out. Brian Richards said this item represents the final section for the overlay and that Planning & Zoning recommended approval.
The council then approved Ordinance 2025-13 and Ordinance 2025-12, both changes tied to House Bill 2447. Robert Wingo summarized that HB 2447 required amendments to local codes related to expedited plan review and administrative approvals and that the town’s changes “will not require any additional resources,” according to the staff summary.
Council also adopted Ordinance 2025-11, bringing the town’s code into alignment with the 2018 International Building Code Appendix J for grading and grading permits; members discussed limiting requirements where work does not affect neighboring properties. An item proposing amendments to licensing, fees and biting-dog rules was tabled until a draft ordinance is prepared.
The council approved a Notice of Intent to propose increases in water and wastewater rates, fees or service charges and scheduled a required public hearing for Jan. 4, 2026; the town will publish the hearing notice in the local paper and on its website.
