Kitsap County Planning Commission holds briefings on sewer standards, rural update, battery storage and Silverdale outreach; approves minutes

The Kitsap County Planning Commission met virtually July 15, 2025, hearing a series of staff briefings on infrastructure and planning initiatives and approving the June 3 minutes.
Anthony Burgess, Public Works Department capital projects manager, presented the 2025 Standards for Sanitary Sewer Construction update, outlining proposed technical and construction standard changes and answering commissioners’ questions about implementation and timelines. Commissioners followed the presentation with a staff Q&A on details of the standards and how they would be applied in county projects.
Department of Community Development (DCD) Planner Heather Cleveland presented an overview of the Year of the Rural update, describing the project’s outreach to rural communities and the scope of planned engagement; commissioners questioned staff about next steps and the program’s timeline.
DCD Planner Jim Rogers briefed the commission on the Battery Energy Storage Systems project and then presented an update on Silverdale Center Plan outreach. Rogers described the outreach process to date for the Silverdale plan and responded to commissioners’ questions about community engagement and scheduling for future planning milestones.
Clerk Clara Jewell recorded a motion by Commissioner Ashlee Hall to approve the June 3, 2025 minutes. The motion carried with five votes in favor and three abstentions; Commissioners Richard Shattuck, Alan Beam and Kathy Meysenburg recorded abstentions. The agenda had been adopted earlier by unanimous consent.
During the second public-comment period, William Palmer, identified in the record as a Kitsap County resident and president of KAPO, commented on both the Year of the Rural project and the Silverdale Center Plan outreach.
Chair Alan Beam thanked new Commissioner Kathy Meysenburg for attending her first meeting. The commission adjourned at 6:55 p.m. by unanimous consent.
