Summary
On Sept. 7 the board approved multiple subdivision and plat files and agreed to proceed with public notice to vacate remaining portions of the Burton Townsite; the townsite is within an EPA cleanup area, and county staff will publish notice and consider vacating county-owned lots.
At the Sept. 7 session the Board of Lincoln County Commissioners approved a slate of planning actions: preliminary plats, final plats and resolutions for Files 207 MS 22 (Good Neighbor Subdivision Third Filing), 418 SS 22 (Riverview Ranchettes Fourth Filing), 419 SS 22 (Auburn Raspberry Fields), 420 SS 22 (Swift Creek Lake), 421 SS 22 (Hillview Second Filing), 422 SS 22 (Elwood Way Subdivision), 423 SS 22 (Heaven’s View), 424 SS 22 (Vista Hills), 202 MS 22 (Yellow Grouse Subdivision) and 703 PZ 20 (89 Business Park Commercial Suites Final Plat). Motions to approve the files, findings and resolutions were adopted as recorded in the minutes.
County Engineer Amy Butler presented a map and recommended moving forward with public noticing to vacate Blocks 1, 2, 11 and 12 of the Burton Townsite, including public streets and alleys. Butler noted the Burton site has an EPA cleanup history (an old refinery). The board agreed to proceed with notice and to include vacating three county-owned lots as part of the process.
During planning presentations neighbors raised specific concerns: Tyler Steadman asked for assurance his west easement would remain unobstructed; Marlowe Scherbel (surveyor) and planner Emmett Mavy clarified easements cannot be infringed. Kendall Jenkins questioned a shown buffer/notification area on maps and was told the buffer denotes the notification zone and does not automatically include his property in the subdivision.
The board also authorized an appraisal engagement with Market Place Services, LLC for an Afton property and approved the Bridger Teton National Forest agreement (see separate item) that includes county assistance on procurement and contract execution.
