Fulton County commissioners adopt 2026 budget with no tax increase, approve BFJRA amendments and accept $230,699 grant for 911 systems

The Fulton County Board of Commissioners on Dec. 30 adopted the county's 2026 budget and approved a slate of resolutions, agreements and personnel actions at the Commissioners' Office in McConnellsburg.
Commissioner Randy H. Bunch, chairman of the board, opened the meeting. Commissioner Steven L. Wible moved to approve the Dec. 23, 2025 minutes and Commissioner Hervey P. Hann moved to approve account payables dated Dec. 30, 2025 totaling $112,913.87 (General Fund $98,764.92; Debt Service $14,148.95); both motions passed unanimously.
The board approved two amendments and an appointment related to the Bedford Fulton Joint Recreation Authority after representatives Matthew Wakefield, Paul Johnston and Eric Weisbrod met with the commissioners. Commissioner Wible moved to adopt Resolution 9 of 2025 to increase the number of BFJRA board members; the motion passed unanimously. The board then adopted Resolution 10 of 2025, amending BFJRA's articles to authorize the authority to appoint police officers who would have the same powers regarding authority property as other Commonwealth police. Commissioner Wible moved to appoint Craig Cutchall to a one-year term on the BFJRA, with the term expiring Jan. 3, 2027; the appointment was approved unanimously.
On county finance matters, Commissioner Hann moved to approve Resolution 8 of 2025 (Tax Levy and Appropriation Resolution), which sets the fiscal year 2026 tax levy with no increase; the motion passed unanimously. The commissioners also approved the December 2025 pension report as presented by HR Administrator Mary Huston. Fiscal Administrator Sue Reed and Chief Financial Officer Mike Lamb told the board there were no changes to the advertised budget; Commissioner Wible moved to adopt the proposed 2026 budget as presented, and the motion carried unanimously.
The board approved an agreement to retain Keller Engineer, Inc. for the 2026 fiscal year; the commissioners said they will formally appoint Keller Engineer at the Reorganizational Meeting on Jan. 6, 2026. The board also voted to approve Planning Commission meeting dates for fiscal year 2026 as presented by Justin Evans for publication in the Fulton County Newspaper.
EMA/911 Director Brian Barton presented a State Interconnectivity Grant proposal and a staffing request. The commissioners approved acceptance and execution of the State Interconnectivity Grant in the amount of $230,699.51. The grant will be used toward SouthCentral Mountain CAD maintenance, SouthCentral Mountain CHE maintenance, SouthCentral Mountain ESInet maintenance, Fulton NG911 GIS maintenance, SouthCentral Mountain battery upgrade, and Fulton ILEC maintenance. Commissioner Hann moved to hire Troy Wagaman as a per diem 911 dispatcher, pending required clearances; the motion passed unanimously and a brief Salary Board session set the new hire's salary.
Commissioner Bunch moved the board into an executive session for personnel matters at 10:01 a.m.; the board exited executive session at 10:29 a.m. The meeting adjourned at 11:15 a.m.
