Fulton County commissioners approve festival lease, engineering contract and several routine purchases

The Fulton County Board of Commissioners on Feb. 17 approved a series of routine administrative items and contracts and reaffirmed staffing hours for the public defender’s office.
Commissioner Randy H. Bunch called the meeting to order at the Commissioners’ Office. The board unanimously approved the Feb. 10, 2026 minutes after a motion from Commissioner Steven L. Wible and then voted unanimously on payroll dated Feb. 20, 2026 totaling $126,643.71 and accounts payable dated Feb. 17, 2026 totaling $115,002.69. The accounts payable breakdown included $87,536.62 from the General Fund (Fund 100) and smaller amounts charged to several other funds.
Commissioners met with Public Defender Phil Harper and Administrative Assistant Cheryl Deshong to review office matters tied to the Indigent Defense Grant. "Motion by Commissioner Hann to reaffirm that the Public Defender's salary will reflect 40 hours per week as of January 1, 2026. All in favor," the board recorded. The motion, introduced by Commissioner Hervey P. Hann, passed unanimously.
The board approved event and contract items brought forward. Commissioner Hann moved to "approve and execute a McConnell Park Lease form submitted by the Fulton County Chamber of Commerce and Tourism for the Strawberry Festival to be held on June 11-13, 2026," which the board approved unanimously. The county also approved a contract with CES Engineering, LLC for engineering services at the Warfordsburg Senior Center CDBG project not to exceed $15,000, and retroactively authorized Chief Clerk Stacey M. Shives to sign a CDBG Exempt Status Determination and Mitigation Measures and Conditions Form.
On procurement and vendor matters, the board approved a request from Domestic Relations Director Tina Gress to purchase new office furniture from W.B. Mason for $6,467.15 to be paid from the Title IV-D Incentive Account. Commissioner Steven L. Wible moved to approve and execute an invoice from Wessel & Company for CFO services during January 2026 in the amount of $4,340.00; that motion also passed unanimously.
A contract between Pressley Ridge and Fulton County for services for children was tabled on a motion by Commissioner Wible "until more information is gathered for the contract." The meeting included two executive sessions: one for personnel matters (entered at 8:33 a.m., exited at 8:59 a.m.) and a second for legal matters (entered at 9:22 a.m., exited at 10:21 a.m.).
The board adjourned at 11:22 a.m.
