Fulton County commissioners approve routine fiscal items, proclaim March as Developmental Disabilities Awareness Month

The Fulton County Board of Commissioners met Feb. 24 in McConnellsburg and approved a slate of routine fiscal and administrative actions, signed a county proclamation recognizing Developmental Disabilities Awareness Month for March 2026, and received a portfolio update on local trust accounts.

Commissioner Randy H. Bunch called the meeting to order. After the Pledge of Allegiance and an opening prayer, the board voted to approve the minutes from its Feb. 17 meeting and to accept accounts payable dated Feb. 24, 2026, totaling $205,405.27. The fund breakdown included $118,593.19 for the General Fund and line items for Liquid Fuels, technology and evidence-based grants, CDBG, Act 13 Marcellus Shale recreational funds, Medical Assistance Transportation, and Debt Service. Commissioner Hervey P. Hann moved the payments; all three commissioners voted in favor.

The board met with representatives of local developmental-disability services and community providers to sign a proclamation designating March 2026 as Developmental Disabilities Awareness Month. The proclamation states, in part, "March 2026 as Developmental Disabilities Awareness Month and do commend this observance to all of our citizens and recognize that Fulton County becomes a better place when people with and without disabilities come together to form strong, diverse communities, and knowing we are all One World, many Abilities!" Commissioners approved and executed the proclamation by unanimous vote.

Human Services Director Julie Dovey, Franklin/Fulton Family Partnership HRSA Project Director Beth Bryant, and Franklin/Fulton Drug & Alcohol Recovery Specialist Joe Bailey briefed commissioners on possible opioid-reduction initiatives. The discussion was exploratory and did not produce formal directives or funding decisions at the meeting.

John Schriever of Sideling Hill Financial presented a portfolio review of two Krivak Trust accounts, "noting that the accounts have made $161,000.00 since he started managing them." The presentation was received by the commissioners; no formal action beyond receipt was recorded.

The board approved several contractual and invoice items: a Purchase of Service Agreement with Pressley Ridge for child-welfare services effective Feb. 11–June 30, 2026; an Elect IT Solutions invoice for March 2026 IT staffing and support services for $10,198.00; and a CCAP PComp third-installment contribution of $5,575.00 (part of a total contribution of $22,300.00). Commissioners also approved a letter of recommendation supporting MainStreet McConnellsburg’s application for a T-Mobile Community Grant to modernize downtown street lighting and a report of county fee-for-local-use funds to be submitted to PennDOT. All motions were approved unanimously.

Commissioners approved an invoice from Huntingdon County for the remainder of an NTIA project contribution in the amount of $270,000.00 (with $90,000.00 previously paid) and accepted the 2026 Compensation Plan for Services for Children Director Christine McQuade to be submitted to the state for wage compensation. Elections Director and Recycling Coordinator Linda Doyle presented an "Electronics and Appliances Recycling Days" flyer for events March 18 and March 21 in McConnellsburg; the board approved the flyer.

Commissioner Hervey P. Hann moved to adjourn at 11:15 a.m.; the motion passed unanimously.

What happens next: several items approved at the meeting require follow-up filings or implementation steps, including the PennDOT report, the Pressley Ridge contract, the CCAP contribution schedule, and any grant applications pursued by MainStreet McConnellsburg. The opioid-reduction discussion is expected to continue in future meetings if staff or partners return with proposals or funding requests.
