Mercer County commissioners approve fee changes, loans, permits and several procurement items

Mercer County commissioners on Nov. 5 approved a series of routine and project-related items, including a landfill fee increase, a loan requisition for a housing project, a multicode bill approval and several permits and purchases.
Key formal actions recorded in the meeting minutes included: approval of the amended agenda; approval of Oct. 15, 2025 meeting minutes; acceptance of Recorder revenues of $5,992.80; approval of a landfill fee increase to $50 per ton effective Jan. 1, 2026; approval of Bayview Heights Project BND Loan No. 587008700001, Requisition No. 2, for $628,260; approval of a Memorandum of Understanding with the North Dakota Secretary of State’s Office for election administration and equipment care; and approval of county bills totaling $516,731.69.
The board also approved Planning and Zoning items: Zoning Case 25-11-01, an application for a zoning exemption for electric infrastructure to permit an easement across cemetery land tied to Troy Sailer’s request. The board asked Tax Director Jen Neumiller to collect more information on a proposed Planning and Zoning land use map update budgeted for 2026 and report back.
Infrastructure and procurement approvals included Moore Engineering’s Rural Catalyst Grant application (a grant program providing up to $500,000 with a required 50/50 local match) approved with the required match; West River Utility Permit #1774 to install fiber optic facility at 1947 77th Ave SW in Golden Valley; and several Highway Department purchases (cutting edges for $15,060; loader repairs for $18,000; and tires up to $20,000). All motions reported in the minutes carried by unanimous vote.
At 10:00 a.m. the board opened a public hearing on foreclosed property values; no members of the public attended and no written comments were submitted. With no further business the meeting adjourned at 10:06 a.m. The next regular meeting is scheduled for Nov. 19, 2025, at 9:00 a.m. in the Mercer County Government Center boardroom in Stanton.
