Grove Municipal Services Authority approves routine items, acknowledges two water-line permits and hears energy proposal

The Grove Municipal Services Authority on Nov. 4, 2025, approved routine administrative items and acknowledged two permits from the Oklahoma Department of Environmental Quality, the minutes show. Chairman Andy Stewart presided over the meeting.
Member Ivan Devitt moved to approve the minutes of the Oct. 7, 2025 regular meeting; Member Ed Trumbull seconded. The motion passed unanimously with votes recorded for Devitt, Trumbull, Justin Wadley, Stewart and Berwin Kock.
Devitt also moved to approve the Purchase Order Register; Member Berwin Kock seconded and the board voted 5-0 in favor.
Chairman Stewart opened discussion on a proposed budget amendment resolution affecting the GMSA General and Capital funds. Member Devitt moved to adopt the resolution, Member Trumbull seconded, and the resolution was approved by a 5-0 vote. The minutes do not specify an amendment amount.
The board then acknowledged receipt of two Oklahoma Department of Environmental Quality permits. Permit WL000021250917 authorizes construction of 765 linear feet of 6-inch PVC potable water line and appurtenances to serve the Ronnie Webb Project in Delaware County. Permit WL000021250769 covers construction of 827 linear feet of 6-inch PVC and 141 linear feet of 2-inch PVC potable water line and appurtenances for the Grand Prairie Trail Water Line Extension in Delaware County. Both acknowledgements were approved 5-0 (motions moved by Devitt and seconded by Trumbull).
Jason Turk of Clearwater Energy Services made a presentation and engaged in discussion with the board; the minutes record no action on the proposal.
Staff reports from the general manager, utility office manager, public works director, public works superintendent and water/wastewater superintendent were recorded as "None." Trustees likewise reported no items. With no public comments on the agenda, Member Ivan Devitt moved to adjourn at 3:30 p.m., Member Ed Trumbull seconded, and the motion carried 5-0.
