Fulton County commissioners approve IT lease, emergency dispatch clocks, contracts and HR travel change

FULTON COUNTY, Pa. — The Fulton County Board of Commissioners on Dec. 23 approved a package of administrative and procurement items, including a five-year lease and IT staffing agreement with Elect IT Solutions, the purchase of two dispatch clocks for EMA/911 and a two-year hazmat services agreement.
Commissioner Randy H. Bunch called the meeting to order at 8:30 a.m. and, after routine approvals of meeting minutes and fund reports, commissioners approved payroll dated Dec. 26, 2025 in the amount of $145,032.44. The county reported TOTAL ALL FUNDS disbursements of $111,824.17 during the session.
The board met with representatives of Elect IT Solutions, including Rick Grissinger and Nelson Witmer (via Zoom), and approved a five-year lease for office space at 101 Lincoln Way West in McConnellsburg at $250 per month with no scheduled increases. The board also approved SOW # ETM12042025-001 for IT staffing and support services and authorized purchase of a View Station for the Treasurer’s Office at $784.22, submitted by Elect IT Solutions.
The board approved a CCAP PComp contribution first-installment invoice (INVO62458) for $5,575.00 and voted to adopt a revision to the HR Manual, Section 213 'Travel.' The revised travel language requires that, 'Should an employee wish to use their own vehicle, they will need to submit to the Commissioners ahead of time for approval explaining why they are requesting the use of their own vehicle.'
EMA/911 Director Brian Barton told commissioners the agency's dispatch clocks are 'over twenty years old and are in dire need of replacement,' noting the county has implemented 'Pre Alert' communications with local fire departments and that trainings have been completed or scheduled. The board approved a ComPros quote for two dispatch clocks, hardware and installation, at $4,940.00 and approved the 2026 Mission Critical Partners Regional Support Contract for Professional Services (fully grant funded).
Commissioner Bunch moved and the board approved a two-year Hazmat Team agreement with McCutcheon Enterprises, Inc., with payments of $2,500 for FY 2026 and $7,500 for FY 2027. The meeting adjourned at 11:21 a.m.
