Washington County approves $1 million allocation, awards EMTOC construction contract to A.R. Chesson

County Manager and County Attorney Curtis S. Potter told the board the county would add $300,000 from the EMS fund balance and $700,000 from the general fund balance to budget line 58-4203-001 (EM Bldg Local Match) to facilitate anticipated construction costs while county officials seek additional funding from the senator and representative. “The county is trying to get our Senator and Representative to provide more funds to us for this building,” Potter said during the meeting.
Commissioner John C. Spruill moved to approve awarding the construction contract to A.R. Chesson Construction and to “authorize the Board Chair, County Manager, and/or Finance Officer to negotiate, execute, and deliver a construction contract on behalf of Washington County using a Standard Form AIA contract template, subject to any modifications recommended by the County Attorney.” Commissioner Julius Walker, Jr. seconded the motion, which the board approved unanimously.
The motion specifies use of a Standard Form AIA contract template and allows the county attorney to recommend modifications before execution. The allocation will be drawn from county fund balances if additional state funding does not arrive; the board recorded no dissenting votes.
Next steps include contract negotiations and formal execution by the authorized officials. The board did not set a separate public hearing or vote tied to a state funding contingency during the meeting.
