Commissioners appoint Mark Pardue to TTA, approve budget amendments and open bids for local infrastructure

The Washington County Board of Commissioners on April 7 appointed Mark Pardue to the county’s Travel & Tourism Authority (TTA) and approved budget transfers and amendments presented by Finance Officer Missy Dixon.
Julie J. Bennett told the board the TTA recommended Mark Pardue to fill a vacancy created by the resignation of Lou Manring; Mr. Pardue was described as curator of the Roanoke River Maritime Museum and an active participant on several local boards. Commissioner Ann C. Keyes moved to appoint Pardue and Commissioner John C. Spruill seconded; the motion passed unanimously.
Finance Officer Missy Dixon reviewed budget transfers and amendments in the meeting package. Commissioner Spruill asked about BA#2025-091 and the difference between the county’s attorney services and the foreclosure attorney (Mr. Bardill); Ms. Dixon said the expense is split and that signatures are required for draws on the account. Commissioner Spruill also asked about an occupancy tax line showing $0; Ms. Dixon explained that occupancy tax is a one-time annual entry under GASB standards and that the amount will be booked into Fund 63 and back into the General Fund at year end.
Commissioner Spruill moved to approve budget transfers/amendments BA 2025-82 through 2025-92; Commissioner Keyes seconded and the motion carried unanimously.
County Manager Curtis S. Potter told the board that staff will open bids the next day for the Pea Ridge Water Main project and will open bids later in the month for a courthouse elevator project. He also noted staff is preparing the county budget for presentation at the May 5 meeting.
No vote was taken on capital project awards at this meeting; announcements were informational and procurement will proceed through competitive bidding.
