Nelson County Board approves grants, pay changes and policy updates; funds youth baseball trip

At its July 9 meeting the Nelson County Board of Supervisors approved a series of grants, policy amendments and local commitments affecting public safety, personnel pay, opioid-abatement participation and community support.
Body-worn camera MOU: The Board approved Resolution R2024-51 to increase local funding to the Commonwealth’s Attorney’s Office to assist with the workload from reviewing and redacting body-worn camera footage. County staff said the FY25 funding request would provide local support in lieu of hiring another Assistant Commonwealth’s Attorney; the resolution as adopted authorizes the increased local commitment.
Sheriff’s accreditation grant: Sheriff Mark Embrey described a DCJS grant to pursue accreditation. The Board approved acceptance of the amended grant (Resolution R2024-52): federal funding $30,720 with a required 25% local cash match of $10,240 for a temporary part-time position lasting until Sept. 30, 2025. Embrey said the temporary hire would help the office meet accreditation standards and train an internal staffer to continue the work after the grant ends.
Local supplement policy: The Board adopted Resolution R2024-53 to amend the 2017 local supplement policy for Constitutional Officers to allow vacancy-generated supplement funds to be used for recruitment or retention during the fiscal year the vacancy occurs. Supervisors discussed fairness and interactions with a recent pay study prior to voting.
Opioid settlement participation: The Board authorized participation in the proposed Kroger opioid-abatement settlement (Resolution R2024-54) and directed the County Attorney to execute the documents; specific allocation to Nelson County will depend on statewide participation levels.
Pay and classification: The Board adopted FY24–25 Salary and Classification System amendments (Resolution R2024-55), implementing the FY25 budget provision for either a 3% salary increase or an applicable equity/market adjustment from the 2023 MAG pay study (whichever is greater) and moving pay ranges up 1.5% to keep ranges competitive.
Community support and appointments: The Board approved a $5,000 contribution to support the Amherst Youth Baseball team’s trip to the Little League World Series, approved several routine appointments and recognized retiring Treasurer Angela Hicks with Resolution R2024-50.
All motions referenced above passed unanimously by the four attending supervisors (4–0); Supervisor Thomas Harvey was absent.
