Nelson County on July 9 accepted a $2.5 million Transportation Alternatives Program (TAP) grant from the Commonwealth Transportation Board to build Front Street sidewalk improvements in Lovingston, but staff told the Board the full project estimate is $3,876,495, creating an estimated local funding gap of $751,495 once the $2.5 million maximum per TAP project and the 20% match are applied.
"The grant provisions require a local commitment of completion of the entire project," County Administrator Candice McGarry told the Board, summarizing the Project Administration Agreement that would place VDOT in an administrative role. McGarry said the required 20% local match is $625,000 and that the County must commit to funding any balance if project costs exceed the grant maximum. "The actual cost could vary from the estimate, but in crafting the agreement, we had to use the cost estimate at the time," she said.
Supervisors noted options to bridge the gap, including seeking additional grants (TAP, CDBG, infrastructure grants) and phasing future applications; staff said discussions with VDOT about other potential funding were underway. Robert Brown of VDOT noted that design input and parking management should be coordinated so the project reflects local needs.
The Board authorized the County Administrator to enter into the Project Administration Agreement with VDOT for the Front Street Sidewalk Improvement project, approving the grant acceptance and local-match commitment.
