Board accepts waiver so Wild Rose Solar appeal, special-use permit and siting agreement can be heard together

Nelson County planning staff told supervisors on Aug. 13 that the Planning Commission voted 4-1 that the Wild Rose Solar project in Gladstone was not in substantial accordance with the Comprehensive Plan and recommended denial of the Special Use Permit 5-0. The project applicant appealed the 2232 finding and requested the Board waive the statutory 60-day hearing requirement so the Board could hear the 2232 appeal, the Special Use Permit, and the siting agreement at the same time during a later evening meeting.
Dylan Bishop, Director of Planning and Zoning, said the applicant asked for the waiver to allow consolidated review; the Board indicated consensus to accept the waiver and directed staff to continue work to finalize the siting agreement. Bishop said the Special Use Permit application was submitted around April 2024 and that timing would have to be confirmed against the one-year deadline for decisions.
No vote on the Special Use Permit or the siting agreement occurred at the Aug. 13 meeting. Staff said the consolidated hearing is expected to be scheduled the Board’s October meeting during the evening session but noted the applicant indicated the date could shift to November; staff will notify the Board of the confirmed hearing date once logistics are finalized.
