Board forgives $50,000 loan to Rockfish Rescue, approves property conveyance and Tanbark purchase

Nelson County approved forgiveness of $50,000 of Rockfish Valley Volunteer Fire & Rescue’s interest-free loan in exchange for transferring Unit 56 to the county EMS, authorized conveyance of a 2.37-acre Callohill parcel, and authorized purchase agreement for 37 Tanbark Plaza for Social Services.
Nelson County supervisors on Aug. 13 approved several property and financing actions intended to shore up emergency services capacity and future site needs for county operations.
In lieu of buying a new ambulance, the Board approved Resolution R2024-60 forgiving $50,000 of Rockfish Valley Volunteer Fire & Rescue’s outstanding interest-free loan balance in consideration of Rockfish transitioning Unit 56 into the county EMS fleet. County staff said Rockfish’s outstanding loan balance was $145,312.50 at the time; the forgiveness will reduce that balance by $50,000. The resolution passed 3-0.
The Board also authorized acceptance of conveyance for a 2.37-acre parcel on Callohill Drive (Tax Map #57-A-34K) for $90,000 to provide stormwater management and right-of-way flexibility for potential future road widening adjacent to the county maintenance shop; Resolution R2024-62 was adopted unanimously.
Separately, following a closed-session review of a real estate opportunity, the Board authorized entering a purchase agreement for 37 Tanbark Plaza in Lovingston at a purchase price of $775,000 to house the Department of Social Services. Board materials and staff said purchasing the property reduced the overall estimated cost of the project compared with other options; the Board approved moving forward with a study period and potential settlement.
Chair J. David Parr congratulated staff for bringing the Callohill transaction in under budget, and staff moved to effect deeds and ledger entries as needed. The Board additionally approved PMA Architecture Contract Amendment #6 (with scope and fee adjustments) to reflect the new Tanbark site and reduced civil engineering estimates.
The Board’s actions on these items were unanimous (3-0); motions were made by supervisors and seconded according to the meeting record.
