Board schedules public hearing for Wild Rose Solar; resident warns proffers can 'lock the County in'

The Nelson County Board of Supervisors on Nov. 14 authorized a public hearing for a Solar Siting Agreement with Wild Rose Solar Project LLC to be held Dec. 10, concurrent with the applicant’s Special Use Permit hearing.
During public comment earlier in the meeting, Valdrie Walker of Norwood urged the Board to respect the county’s Comprehensive Plan and consider whether the Wild Rose project should be approved only through a special‑use or conditional permit rather than as a by‑right use. Walker warned that proffers from developers can amount to incentives that "pretty much lock the County in," and asked the Board to consider long‑term impacts on the South District and A‑1 agricultural areas.
The Board voted unanimously (4-0) to authorize Resolution R2024-78 to schedule the public hearing. The hearing will present the Solar Siting Agreement concurrently with the Special Use Permit (SUP 24‑0014) for public testimony and official comment.
Board members did not make a final decision on the solar siting at this meeting; the authorization schedules public engagement and a formal SUP hearing for the December meeting.
