Supervisor Noah Davis moved to hold a special meeting on Nov. 18 with county legal counsel to discuss the Taro Solar siting agreement; Supervisor Derek Toombs seconded the motion and the board approved it unanimously. The board also voted to schedule the Taro Solar conditional-use permit public hearing for the Dec. 10 board meeting.
On the proposed BESS zoning amendment, Chairman Walter T. Bailey expressed concerns about staff workload, rapidly emerging technology in the field, and potential state-level (General Assembly) regulation of green energy. Chairman Bailey moved, and Supervisor Noah Davis seconded, to defer action on the battery energy storage zoning amendment no later than July 1, 2026; the motion carried with all members present voting yes.
Separately, Dominion representatives requested the Tall Pines zoning confirmation letter be deferred to December to accommodate changes in federal regulations and scheduling; the board approved that deferral.
