Laurel Park Board approves minutes, records parks hire and asks city to study Riverside Park safety

The Laurel Park Board met Dec. 4 and approved minutes from Nov. 6 and corrected Oct. 2 minutes, recorded a recent hire for parks staff and discussed safety and planning needs at Riverside Park.
Joe Holzwarth, a guest who identified himself as a possible new board member, told the board he was interested in joining. The board then approved two sets of minutes: Richard Klose moved to approve the Nov. 6, 2025 minutes, Phyllis Bromgard seconded and the motion carried; Tom Canape moved to approve corrected minutes for Oct. 2, 2025, and Richard Klose seconded and the board approved those as well.
Minutes state that Dylan Ceasar has been hired to fill a vacant position on the Cemetery and Parks crew. The hiring is recorded in the minutes but the record does not specify salary, start date or whether the hire required further City Council approval.
Board members discussed the Laurel Music and Food Festival and recorded that "a permit needs to be generated" before further action on the event can proceed. Officials did not record whether an application has been submitted or what permitting steps remain.
On Riverside Park matters, Phyllis Bromgard relayed a request from the American Legion Auxiliary for better reflectors to mark the entrance and roads in the park. Matt Wheeler, attending for the City, said he would investigate options for improved reflectors. Paul Kober urged a master plan for consistent colors, roofs and themes across park buildings to guide future work. The minutes note ongoing maintenance at Riverside Hall — including ceiling and insulation replacement being coordinated by Kober, possibly in late January or February — and that an American Legion building tree remains standing with no change recorded.
The minutes also record that the Laurel Rod and Gun Club has been told to clean out and prepare its property; the future use of the club building had not been brought to the City Council. The Tree Board was reminded to turn in volunteer timesheets used to document hours for grants.
The board scheduled its next meeting for Jan. 6, 2026. The meeting was called to order at 5:27 p.m. and adjourned at 6:12 p.m.; minutes were submitted by Jon Rutt.
