Cibola County commissioners approve six resolutions, back loan application for fire vehicle

GRANTS, N.M. — The Cibola County Board of County Commissioners on June 22 approved six resolutions and moved forward on a loan application to buy a new fire vehicle for the El Morro Fire Department, while tabling the Assessor's annual report and discussing two county properties in closed session.
Chairman Daniel Torrez presided over the meeting, which opened at 5 p.m. and included County Manager Kate Fletcher and Finance Director Paul Ludi among staff present. The board unanimously approved minutes from its May 25 meeting and voted 5-0 to approve Resolution 2023-29 (FY23 BAR 9), a budget adjustment request filed for fiscal year 2023.
Commissioners also voted to apply for financing through the New Mexico Finance Authority's Revolving Loan Fund to purchase a new fire vehicle for the El Morro Fire Department (Resolution 2023-31). The motion to approve that application passed 5-0.
On procurement, the commission approved RFP #2023-004 for engineering services related to County Road 1 bridge and road repairs. Commissioner Christine Lowery moved approval and Commissioner Robert Windhorst seconded; Commissioner Ralph Lucero voted no and the board approved the contract award 4-1.
The board approved a contract for substance abuse treatment and case management services with Casa San Jose of Gallup, and passed two election-related measures: Resolution 2023-33, designating polling places and appointing the Board of County Commissioners as the county canvassing board for statewide elections in 2024 and 2025, and Resolution 2023-34, appointing members to the Board of Registration. Those items passed on unanimous 5-0 votes.

During the public comment period, Anna Cruz Landschoot of Cibola County 4-H invited the community to the 6th Annual Straight Shoot 3D Archery Shoot on July 8 at the Coyote del Malpais Golf Course in Grants, saying the event's "proceeds benefit Cibola County 4-H Shooting Sports." Another attendee, Harry Garcia, thanked commissioners, the county manager, the sheriff and staff "for your service and working hard for the community."
The board then entered an executive session under NMSA §10-15-1(H) to discuss pending or threatened litigation, two real property matters (the Bluewater Village Community Center at 12 Pinon Street, Bluewater Village, and the former Cibola Court and County Complex at 515 W. High Street in Grants) and personnel issues. The board returned to open session at 6:41 p.m. and stated that no final action was taken in closed session. After reopening, commissioners discussed but took no formal action regarding direction to staff about transferring the Bluewater Community Center to the Bluewater Water and Sanitation District and about the 515 W. High Street property.
County offices will be closed Tuesday, July 4, 2023, and the board's next regular meeting is scheduled for July 27, 2023.
