Madison County approves HUD, state grants and $3.3M in CDBG‑CV CARES funding allocations

Madison County’s Board on April 21 approved a slate of grant submissions and funding allocations including HUD Continuum of Care applications, Illinois state housing and weatherization grants, and distribution of federal CARES Act Community Development Block Grant (CDBG‑CV) funds.

The board authorized CoC applications for programs including the Chestnut Madison Recovery grant and Housing First renewal, and a 2020 CoC planning grant. It also approved county submissions for the Illinois Emergency & Transitional Housing grant and the Emergency Solutions Grant. County staff estimated the Home Energy Assistance Program request at roughly $1.7 million in state funds and nearly $1 million in federal weatherization funding for 2022.

The board also confirmed CDBG‑CV allocations directed by the Community Development Department: combined Round I and Round III CARES Act funding totaled $3,304,906. The committee laid out program priorities including mortgage and utility assistance, public services (food, transportation, counseling), business assistance and administration. Separately, the Park & Recreation Grant commission’s recommended Park Enhancement Program awards and a $15,000 loan to Edwardsville Township were approved; the PEP awards totaled $1,111,302.73 across municipalities and park districts.

Grant authorizations were recommended by the Grants Committee and approved by the full board.

The approvals direct county staff to finalize applications and negotiate grant documents with state and federal agencies; awards and disbursements are subject to agency grant agreements and compliance with federal regulations.
