Local residents ask Madison County for VA tax‑waiver documentation and a countywide comprehensive plan

At the start of the Sept. 21 session, three community members addressed the County Board during public comment.
Thomas Ambrose opened with a faith‑based reflection on community values. Stacey Threadgill, who identified herself as a Madison County resident and caregiver for a 100% disabled veteran, told the board her family was approved for a VA property‑tax waiver by the Assessment Office but said the office had refused to provide a lender letter confirming the waiver. She asked the board and the county assessor to "please kindly produce and present a letter of record" that would allow her mortgage company to reduce escrow and lower monthly payments. She told the board the family expected a $300–$400 monthly reduction to escrow and described the financial strain on a fixed income.
Engineer Anne Werner, who said she is a licensed professional engineer, urged the county to finish work on a comprehensive plan (covering the rest of the 21st century), to restore planning functions beyond building and zoning, and to establish a Madison County parks and recreation department to preserve natural areas and improve resiliency.
